Jean Peltier was born in Fécamp, France on July 30, 1907. He was from a family of several sea captains. From early childhood he loved the sea and ships, and his work later in life was greatly influenced by this.
After his military service in the Navy, he began his training in Paris in the studio of the sculptor and decorator Fernand Buzon, at Avenue Junot, next to Gen-Paul's studio. His career as an artist really began with textile design. He was lucky to be recruited by Michel Dubost for a drawing workshop created in Paris by silk magnate François Ducharne. His workshop comrades included Bernard Lorjou, Yvonne Mottet, Therese Prelle, Guy de Chaugnac (Dom Robert) and, particularly, Suzanne Janin, who will later become his wife. Friends of François Ducharne frequented the studio on rue Tourlaque at the foot of the Butte Montmartre. Some of these amazing artists included Picasso, Braque, Cocteau, Bérard. These special visits were rich in lessons for these young artists.

After the Ducharne workshop closed in 1931, Jean Peltier and Suzanne Janin set up as freelance designers. Later in the post-war years, the artistic couple was very successful. Their main client remained Ducharne. Their designs were received enthusiastically by others and the great fashion designer Elsa Schiaparelli. At the gala of the 50th anniversary of the Eiffel Tower, June 29, 1939, Schiaparelli wore a Ducharne silk printed with Peltier's drawing "Woman with a Poodle" dress, which is now housed in the Philadelphia Museum.

Jean Peltier then devoted himself to his career as a painter. Encouraged by Othon Friez and Raoul Dufy, he participated in the Salon des Tuileries, Salon des Indépendants, Salon des Artistes French, and the Salon National des Beaux-Arts. His paintings are in many personal exhibitions in France and abroad. The work of Jean Peltier and his passion for the sea was recognized through the title of “Official Painter of the Navy”, bestowed in 1979 by the Musee De La Marine in Paris. This position allowed Peltier to board military vessels and use their navigations as sources for sketches, which later served his great compositions. After his death on May 15, 1984, the first tribute of Jean Peltier was at the Salon des Artistes Français, which presented a retrospective of the artist in 1986. But the most important exhibition was that of 1987-1988 at the Museum of Navy of Paris, where a complete catalog had been published for this exhibition.
