Howell County Health Department registers all births and deaths that occur in Howell County. Chris Gilliam is the Registrar and there are 4 Deputy Registrars. A Notary Public is available to notarize home birth applications or an Affidavit for Corrections.

When a baby is born in Howell County the birth certificate is sent to Howell County Health Department. The certificates are recorded and then forwarded to the Vital Records Office at the Department of Health and Senior Services. In about 4 to 6 weeks after the birth we can issue a certified copy for $15.00. Birth certificates can be issued for anyone born in the state of Missouri after 1920. If a birth occurred before 1920, we can provide an application to request a copy from Vital Records in Jefferson City. If someone is born outside of Missouri, we can provide an address and phone number to assist in obtaining a birth certificate. If a home birth occurred, we can issue a home birth certificate for completion and we can notarize the home birth certificate.

Who may receive copies of birth certificates?

The registrant, a member of his/her immediate family which includes: wife, husband, son, daughter, mother, father, brother, sister, grandmother, grandfather, grandchildren, aunt, uncle, niece, or nephew. A guardian, foster parent, stepparent, an attorney, physician, or an authorized agent acting on behalf of the registrant or others who may demonstrate a direct and tangible interest. Heir-tracing companies and news media may obtain copies with certain restrictions.

When a death occurs in Howell County, the death is registered at Howell County Health Department, and we can issue funeral homes copies of the original death certificate for families. About 4 to 6 weeks after the death has been filed with the state, we can issue family members a certified copy. The fee is $13.00 for the first copy and $10.00 for each additional copy issued in the same visit. Death certificates can be issued for anyone who died after 1980. We can provide applications to request a copy from Vital Records in Jefferson City for deaths which occurred before 1980.
