Kim H. Leavitt, PLS (President) is a registered Professional Land Surveyor in Idaho, Wyoming, and Montana. He has worked in the area for 30 years and manages all operations from his office in Idaho Falls. He is a member of the American Congress of Surveying and Mapping and a past president of the Idaho Society of Professional Land Surveyors. He currently serves his profession representing Idaho as the ACSM/NSPS Governor. As president of HLE he insures quality and efficiency of all operations.

Bryce D. Jolley (Vice President) LS #5360 is a registered Professional Land Surveyor in Idaho. He has worked in the Eastern Idaho area for over 28 years. Bryce manages and oversees all operations within the Blackfoot office. Bryce is a member of the American Congress of Surveying and Mapping and the Idaho Society of Professional Land Surveyors.

Jared Bragg, P.E. is a registered Professional Civil Engineer in the States of Idaho, Montana and Wyoming. Jared has ten (10) years of experience in civil engineering projects within the southeastern Idaho area and manages all HLE engineering operations from our Blackfoot office. Jared’s civil engineering experience includes geotechnical engineering, roadway planning and design, sanitary and storm sewer design, water systems networking, storm water management, parking layouts, bridge design and master planning.

Deven Elison, P.E. Idaho #13043 manages all engineering projects within the Twin Falls office. He has over 5 years of experience in civil land development and has a strong background in geotechnical engineering.

Jared Leavitt is an LSIT and the office manager of the Twin Falls office. Jared is a graduate of Idaho State University's Civil Engineering Technology program. He has over 13 years of surveying experience in boundary and construction staking.

Blake Jolley, EIT, is a recent graduate of Idaho State University with a Bachelors degree in Civil Engineering. His prior work experience includes over 10 years in surveying specializing in highway layout and commercial construction staking as well as boundary and topographic surveys.

Frank Sykes--Testing & Inspection Manager

Frank Sykes manages our Soils and Materials Testing & Inspection services with more than 15 years of experience. A Testing and Inspection company is hired to ensure that construction follows the plans and specifications for a project, Frank and his staff provide this assurance in a friendly, straightforward manor. Frank also runs the soils and materials testing lab for Harper-Leavitt Engineering.
