• THE SHEPHERDSTOWN OBSERVER, INC  vs. JEFFERSON COUNTY CLERK - Civil Action # 09-C-169 Order of Dismissal.
  An Order of Dismissal was issued by the Circuit Court regarding the lawsuit filed by the Shepherdstown Observer over the FOIA request against the County Clerk. The order stated "that making the names of those individuals who signed the petitions would have a chilling effect on the ability of citizens to petition the government."
  Ms. Maghan is pleased that the Citizen's rights and privacy have been protected and the possibility of fear or retaliation is no longer an issue. Ms. Maghan maintained her position throughout the entire process regardless of the pressure brought on by some elected officials and the Shepherdstown Observer. "It's an awesome feeling to know that when you follow the law, the law stands behind you. I am thrilled that our citizens were protected and that our future citizenry can freely participate in government, whether it is in the form of a petition, an election or during public comment."

During the regular County commission meeting on June 11, 2009, Ed Sloanaker from Morgan Financial presented options to the County Commission regarding our health coverage for County Employees.  Having represented Jefferson County Commission as our health insurance broker for nearly 15 years, Mr. Sloanaker has made recommendations for FY2010.

You can view the true cost of benefits and the cost comparison for rates of single and family plans based on actual invoice numbers from the County Clerk's Finance office.  Deputy Clerk Sally Gran has done an excellent job in breaking the numbers down so that the County Commission has the opportunity to have factual data to assist in the decision making for our County.  The document has the annual increase in cost to our health plan
since FY2003.
