MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF PLEASANT VIEW CITY, UTAH

April 8, 2008

The public meeting was held in the city office at 520 West Elberta Dr. in Pleasant View, Utah, commencing at 6:00 P.M.

Consent Items:
Motion was made by CM Boehme to accept the consent items (consent items: business license to Patrick Benton for a general contractor license, the minutes of March 25, 2008 as corrected, and the bills of Pleasant View City). 2nd by CM Ferguson. Voting Ayes: CM Boehme, CM Ferguson, CM Hjorten, CM Walker, and CM Humphreys. Motion passed.

Business:
1. Update on the Mosquito Abatement. Richard Lewis, Pleasant View City’s representative on the Mosquito Abatement Board, gave the annual report.

2. Consider contracting with Municipal Solutions to create a personnel manual, job classification, and compensation plan. (Presenter: Mayor Clifford)
Continued to the next agenda for more review.


3. Discussion on the Nuisance Ordinance. (Presenter: Mae Ferguson)
CM Ferguson: I have received several calls from residents on properties that are eye sores and for health and safety reasons. The council discussed the current ordinance. Bruce Talbot: it is symptoms of growing up. The ordinance says we declare what is a nuisance. It takes a long time to go through the process with noticing and appeals. Scott Jackson: it snowballs when notices go out. Others are then pointed out. Van Christiansen: it also needs to be financed if the city goes in and cleans up the nuisance. Mayor Clifford: there will be an article in the newsletter promoting cleaning up the city. CM Boehme: in another city, big dumpsters are delivered in neighborhoods for a group of neighbors to use. Tom Moore: others have a street sign-up for dumpsters. CM Hjorten: we need to research other’s ordinances. CM Humphreys: we need to enforce our own. Bruce Talbot: we need to tighten up the time frames. I will put something together.

4. Consider adoption of the amended Subdivision Ordinance. (Presenter: Bruce Talbot)
Bruce Talbot handed out the newest version of the subdivision ordinance. He reviewed the changes made. CM Boehme: do we need to spell out street lighting. Bruce Talbot: yes. Street lighting as required by the city will be added on page 22. Scott Boehme: our ordinance states that cul-de-sacs are not to be longer than 500’ and we should not waffle on that if it is in the ordinance. Several spelling corrections were made.
Motion was made by CM Boehme to adopt the amended Subdivision Ordinance (Ordinance 2008-5) including changes discussed. 2nd by CM Humphreys. Roll call vote. Voting Aye: CM Boehme, CM Ferguson, CM Hjorten, CM Walker, and CM Humphreys. Motion passed.

5. Discuss developing a policy for local use of the basement meeting room for local citizens. (Presenter: Bruce Talbot)
Bruce Talbot: we need a policy for specific control if it is opened up to groups. The council was in favor of developing a policy and letting only the local community use the basement. CM Humphreys volunteered to gather information from other cities. This item will be continued to the next meeting.

6. Change work order on Stone Field Basin located on the west side of HWY 89. (Presenter: Paul Ellsworth)
No discussion or action.

Other Business:
CM Walker: what about the state regulating the gravel pit? Can we put pressure on our state representatives? CM Humphreys: we need to gather all the state regulations and give them to Jody Burnett.

CM Ferguson: I need a chair for Founders Day.

CM Humphreys: I was the contractor noted in the fence complaint from the Grahams. I pushed back the snow in Pole Patch. Paul Ellsworth approached me to move snow from 4575 N to 4350 N. The vinyl fence was not hurt. The old pole fence is deteriorating. It is hard to prove it was not from normal snowfall. I didn’t charge the city for the work. The council will sit on this until there is a claim filed and check with the city’s insurance company.
