MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF PLEASANT VIEW CITY, UTAH
July 22, 2008
The public meeting was held in the city office at 520 West Elberta Dr. in Pleasant View, Utah, commencing at 6:00 P.M.

None Consent Items: Motion was made by CM Hjorten to accept the consent items: the minutes of June 24, 2008 and July 8, 2008 (open and closed minutes), business licenses to: Randy Oyler for a handyman business and Paul Otto, Scott Dennis, and Jack Kelly for a web hosting business and to approve the exception to ‘the only persons who are bona fide residents of the premises are employed on the premises’ requirement to those three persons, and approve the bills of Pleasant View City. 2nd by CM Ferguson. Voting aye: CM Boehme, CM Ferguson, CM Hjorten, CM Walker, and CM Humphreys. Motion passed.
Business: 1. Request the purchase of fireworks and set the date for Founders Day 2009. (Presenter: Paul Ellsworth) Paul Ellsworth: I am requesting $10,000 to purchase fireworks for next year. I have raised the rest of the funds in the past. We get a 2% discount per each month, so I am asking for it now. CM Hjorten: maybe we could ask for public donation via the utility cards or the marquee. Motion was made by CM Hjorten to authorize the purchase of $10,000 for fireworks. 2nd by CM Boehme. Voting aye: CM Boehme, CM Ferguson, CM Hjorten, CM Walker, and CM Humphreys. Motion passed.
The council tentatively set the date for Founders Day 2009 as June 20, 2009.
2. Founders Day 2008 update. (Presenter: Mae Ferguson) CM Ferguson: the total cost of Founders Day was $33,102.52. It was funded by donations, salmon bake tickets and Pleasant View City. The number of people served at the Salmon Bake was 1,200. 1,109 had tickets. CM Ferguson: I’m asking for suggesting for next year. Mayor Clifford: the parade should be more of a family participation parade/kids parade.
3. Amend the fee for new garbage cans. (Presenter: Fred Hellstrom) Fred Hellstrom: the cost of the garbage cans has gone up $3.00 per can. We pass on our cost of the cans. Motion was made by CM Boehme to approve the resolution increasing the cost of the garbage cans from $72 to $75 (Resolution 2008-F). 2nd by CM Hjorten. Voting aye: CM Boehme, CM Ferguson, CM Hjorten, CM Walker, and CM Humphreys. Motion passed.
4. Request payment to Nix Construction for the disconnection and new water services for two homes outside the boundaries of Pleasant View City. (Presenter: Fred Hellstrom) Fred Hellstrom: there were two homes in Weber County that we provided water service to. The water line broke in the middle of the road. I contacted Whitaker, Sorensen, and Nix for bids. Nix was the one able to come at that time. The other two were 2 to 3 weeks out. I contacted North Ogden City to see if they would take over the services. They have a 6” main to serve them. North Ogden also provides the other services to those two homes. North Ogden did take the two water services. I haven’t received the official bid, but I have a cost estimate of $9,856 and it shouldn’t be more than that amount. Motion was made by CM Hjorten to authorize the payment up to $9,856 for the water service disconnection. 2nd by CM Humphreys. Voting aye: CM Boehme, CM Ferguson, CM Hjorten, CM Walker, and CM Humphreys. Motion passed.
5. Request approval to purchase a replacement vehicle to replace the totaled police vehicle. (Presenter: Scott Jackson) Scott Jackson: the 2006 Charger was totaled in an accident. Uniguard Insurance paid off the last payment on the vehicle’s lease. I would like to replace it. Scott Jackson discussed the request. The council asked for additional information i.e. the current market value, what the insurance is paying, cost of the new vehicle, and the vehicle rotation schedule. Motion was made by CM Walker to continue item #5 to the next agenda. 2nd by CM Ferguson. Voting aye: CM Boehme, CM Ferguson, CM Hjorten, CM Walker, and CM Humphreys. Motion passed.
Other Business: Mayor Clifford: the Utah Local Government Trust came out and assessed our risk and made some findings. The items are all staff oriented and we will review them at the staff meeting. We need to respond within 45 days. We will come back to the city council with the recommendations.
Mayor Clifford read an “at a boy’ letter from a resident. Mayor Clifford updated that council on the Butter’s lawsuit. The judge ruled only on 1 of 3 pieces of the lawsuit. It was not the final determination. They will appeal and get an appellate court ruling.
Mayor Clifford: Dave Evertsen with Municipal Solutions is looking at the job descriptions and measuring the responsibility and pay scale. It will take another month.
CM Hjorten: there is an open house at the Mountain View Landing on September 20th.
CM Ferguson: the youth council is doing the booth at the Weber County fair.
