MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF PLEASANT VIEW CITY, UTAH
June 24, 2008
The public meeting was held in the city office at 520 West Elberta Dr. in Pleasant View, Utah, commencing at 6:00 P.M.
MAYOR: Doug Clifford
COUNCILMEMBERS: Scott Boehme Mae Ferguson Tim Hjorten Michael Humphreys (absent) Todd Walker
STAFF: Laurie Hellstrom Bruce Talbot Scott Jackson VISITORS: Terri Stephenson Ron Pope Brandon Pope Bear Fournier Joyce Jones Bryce Wheaten Pledge of Allegiance: Scott Boehme Opening Prayer, Reading or Expression of Thought: Scott Boehme Comments or Questions for the Mayor and Council for items not on the agenda. None Consent Items: Motion was made by CM Hjorten to accept the consent items: business licenses to: Joshua Kammersell for a handyman, Denali Dental for a dental office, and a solicitor license to Daniel Rusch for Edward Jones Investments and the bills of Pleasant View City. 2nd by CM Boehme. Voting aye: CM Boehme, CM Ferguson, CM Hjorten, and CM Walker. Motion passed.
Business: 1. Amend the Consolidated Fee Schedule for building and inspection fees. (Presenter: Laurie Hellstrom) Motion was made by CM Ferguson to amend the Consolidated Fee Schedule for building and inspection fees as presented with the addition of writing out the acronyms (Resolution 2008-C). 2nd by CM Hjorten. Voting aye: CM Boehme, CM Ferguson, CM Hjorten, and CM Walker. Motion passed.
2. Founders Day training for the city council. (Presenter: Mae Ferguson) Mae Ferguson, Founders Day Chair, reviewed the activities with the council. Tony and Lisa Paskin will contact the council on the duties and times for helping at the Salmon Bake.
3. Workshop – The General Plan Mission Statement. (Presenter: Bruce Talbot) Bruce Talbot gave an overview of the General Plan and the process for updating it. Bruce Talbot asked questions to the council that came from the current General Plan and asked them to consider making appropriate changes. The questions are as follows: 1. What is your vision? 2. What is rural? 3. What is the character and atmosphere of Pleasant View? 4. What is the lifestyle and ambiance? 5. What is a pleasant place to life? 6. What is good access to a diverse transportation system? 7. What is a diverse transportation system? 8. What is a feeling of open space? 9. What is a congenial rural atmosphere? 10. What is our community uniqueness? 11. What is needed to make the community economically stable? 12. What does it take to make a community safe? 13. What do you except from Pleasant View City? After some discussion Mayor Clifford suggested that they discuss topical areas in the vision statement, craft bullet points, and then pull it together. The following are the General Plan Vision Statement bullet points: 1. Diversity in housing types and lot sizes. 2. Opportunities for employment. 3. Recreational opportunities. 4. Services (retail/commercial options). 5. Transportation access. 6. New term for ‘rural’. 7. Vista of mountains and valley views. 8. Maintain a diverse tax base. 9. Safety maintained – secure, cleanliness. 10. Education encouraged – schools. 11. Growth. Mayor Clifford asked that this list be sent to the council and himself and each write a statement on each bullet points.
Other Business: Bruce Talbot: each received a copy of a memo to Haul-A-Day Concrete dated 6-19-08.
Mayor Clifford: we are still sorting out the information technology bids. We will have on the next agenda a proposal to move ahead to support North View Fire in becoming a fire district. I have met with Jay Wadman on Wadman Park. A lot is not happening on it. We are getting a proposal on a delineation plan.
CM Hjorten: We need to make it an action item to discuss Garth Day’s new employment with Morgan County, any conflicts, and time assigned.
CM Ferguson: Founders Day celebration is going forward.
CM Boehme: what about the parking at Shady Lane Park? Adjournment: 9:20 P.M.
