CITY COUNCIL OF PLEASANT VIEW CITY, UTAH

Consent Items:
Motion was made by CM Clifford to accept the consent items (minutes of April 24, 2007 (open and closed meetings) and business licenses to Dean Shepherd for a general contractor business and to Chance Wilcox and Andrew Wolthuis for timber products home office). 2nd by CM Ferguson. Voting was unanimous in favor.
Business:
1. Report on the Central Weber Sewer District. (Presenter: James Fisher)
Mayor Wheelwright: Central Weber Sewer District is a special service district and Pleasant View City is entitled to have one member to serve on the board. Jim Fisher is the city’s representative and we hope he will continue to serve. Jim Fisher: there are eleven cities represented on the board. The reason for the sewer plant expansion is growth and meeting the environmental standards. The design life of the plant is 40 to 50 years. We are at that point and it will be costly. There are three sources of income: 1) impact fees, 2) property taxes, and 3) user fees. Pleasant View City’s user fee is $5.25 per residential unit and it will go up. It is approximately a year out before they starts turning over dirt. CM Humphreys: I would like a field trip through the plant before and after the expansion.
2. Request to use the city parking lot for a young women’s fundraiser. (Presenter: Lori Stokes)
No show.
3. Request a conditional use permit for Marsh Construction for a building materials yard on property located at approximately 950 w 2250 N. (Presenter: Bruce Talbot)
Bruce Talbot: there are three issues on the conditional use permit: 1) access to 2700 N, 2) layout of the site relative to utilities, and 3) zone requirement relative to setbacks. The planning commission also left it to staff for final construction details. CM Clifford: building materials will still give off dust and fumes. Can you capture all that? Dave Marsh: yes. CM Ferguson: will there be slats in the fence. Mike Marsh: no. Discussion took place on fence screening. Paul Ellsworth: ‘Screen’ is chain-link fencing. ‘Slated” is privacy fencing.
Motion was made by CM Clifford to grant a conditional use permit according to all conditions in the planning commission’s recommendations including yard material and rentals and to clarify the required fencing as chain-link without slats. 2nd by CM Humphreys. Voting was unanimous in favor.
4. Amend the 800 W pressure regulator bid. (Presenter: Fred Hellstrom)
Fred Hellstrom: the pressure regulator bid needs to have a change order in the bid because there are two sewer crossings, and per State regulation, the line will have to be encased in concrete. The change order amount is $5,064.00.
Motion was made by CM Humphreys to amend the bid for the 800 W pressure regulator in the amount of $5,064.00. 2nd by CM Clifford. Voting was unanimous in favor.
5. Discussion and/or action on turning over a 10” water main to Bona Vista Improvement District. (Presenter: Fred Hellstrom)
Fred Hellstrom: the water line goes down 1100 W then along HWY 89 by Jerry’s Heating. We are trying to make boundary adjustments. West of Hwy 89 would be Bona Vista and the east of Hwy 89 would be the city’s until it gets to the Pepsi plant and Clair’s Plumbing, those areas are served by Bona Vista. The only exception would be Don Hurford who punches across Hwy 89 to the west side and his meter is on west side or later he can connect to the city’s line. Bona Vista wants us to put in auto-read meters, four meters at approximately $340 each. Brent Bailey stated that he would do the connection. That line is our number one leak spot. Mayor Wheelwright: did Bona Vista pass a resolution? I would like to see a copy of it. Fred Hellstrom: it is $1,000 an acre to annex into Bona Vista. Those currently existing on the line will be turned over to Bona Vista. Bona Vista will waive the fee to those, but those coming in afterwards would have to pay for it. Fred Hellstrom: I will get a copy of the minutes. This will be placed on the next agenda.
6. Budget Workshop.
The council discussed health insurance and chose two plans, they asked for salary and benefit information to set percentage increases that the city can live with. They added funding for an administrator/economic specialist. Additional funding was added to the Betterments and the council determined that the Open Space Fund could fund sidewalks along Pleasant View Drive and those funds were budgeted.
7. Closed Meeting – Discuss personnel issue.
Motion was made by CM Ferguson to go into a closed meeting to discuss personnel issues. 2nd by CM Clifford. Voting was unanimous in favor.
Minutes of the closed meeting are protected records and are filed separately.
Motion was made by CM Clifford to end the closed meeting to discuss personnel issues. 2nd by CM Humphreys. Voting was unanimous in favor.
8. Adopt the tentative budget for the fiscal year 2007-08.
Motion was made by CM Clifford to adopt the tentative budget with changes as noted above. 2nd by CM Ferguson. Voting was unanimous in favor.
9. Set a public hearing to adopt the budget for the fiscal year 2007-08.

10. Set a public hearing to amend the budget for the fiscal year 2006-07.
The public hearings to adopt the 2007-08 budget and amend the 2006-07 budget will be held June 12, 2007. An additional public hearing will be held May 22, 2007 to amend the 2006-07 budget for recreation and non-departmental.
11. Present zoning ordinance amendments. (Presenter: Bruce Talbot)
Bruce Talbot gave copies of the zoning ordinance proposed amendments to the council so they can begin review of changes made to come into compliance with State changes and what the planning commission wants to address. A workshop will be held May 29, 2007 at 6:00 P.M. and if another workshop if needed it can be held June 12, 2007. A public hearing for the zoning ordinance will be held June 26, 2007.
Standing Reports:
CM Humphreys: the Barker Family Pond is filled will debris and needs to be cleaned out.
Mayor Wheelwright: Hopefully there will an announcement on the heavy trucks next week.
CM Clifford: Is the water project finished? Fred Hellstrom: we are still backfilling, need to plant trees, and install a retaining wall.
CM Clifford: Dyers Woad is a problem everywhere. CM Humphreys: what about having our own bounty for it?
Paul Ellsworth: will there be a standing donation to Weber High School graduating party for next year? It will be discussed at the public hearing for the budget.
CM Ferguson: Founders Day Breakfast location was discussed and it was decided to be held at the same location, the church on 900 W. Mayor Wheelwright: Paul we need to arrange for golf carts for the council during the parade.
CM Ferguson: The front porch needs to be cleaned.
CM Clifford: the shop area needs to be cleaned.
