Leslie Bean: I have a complaint about growth, which has been promoted and is out of control. It brings more trash and vandalism. My biggest complaint is recycling. The recycle bins are not usable; they are disgraceful and are always full. There are furniture boxes around them and around the fence. It has been the fourth attempt this week that I couldn’t use them. We need to commit to recycling and do it right or not recycle at all. Growth has been approved and promoted this. This has been on going for months and nothing has been done. There should be multiple bins and multiply locations. Paul Ellsworth: we have it cleaned up in the morning and at night, it become a pigpen. We haven’t caught anyone yet. Mayor Wheelwright: recycling has been a topic with the council. There has been a lot of support and a lot of opposition to mandatory recycling. There have been surveys and budget reviews and the conclusion is this is all we can do at this time. We can police the area and clean it up the best we can. We could insist that the bins be emptied more often, but there is a cost associated with it. It will be place on a city council agenda with updated information. Leslie Bean: In addition, we should be called Patchwork View. There is a poor patch job going up 800 West and the street is uneven. Paul Ellsworth: it is coming. It is part of the street maintenance project. The street needs to be patched before it can be overlaid. Consent Items: Motion was made by CM Clifford to approve the consent items (business license to Denise Parker for an event management and marketing consultant business and to Angela Arrington and Monica Stakebake for a jewelry sales business. 2nd by CM Ferguson. Voting was unanimous in favor. Business: 1. Consider adopting an ordinance granting to Questar Gas Company a franchise for the construction, operation and maintenance of gas distribution system in Pleasant View City. This will be placed on the next city council agenda.
