Comments or Questions for the Mayor and Council for items not on the agenda:
Terri Stephenson: I would like to know about the lawsuit filed. Mayor Wheelwright: I will call you.
Consent Items:
Motion was made by CM Call to approve the consent items (a business license to Kimmy Wickline to sell beaded sun catcher and key chains, a solicitor certificate to Kevin Schmidt, the minutes of September 25, 2007 as amended, and the bills of Pleasant View City). 2nd by CM Bailey. Voting was unanimous in favor.

Business:
1. Adopt a resolution approving the form of the Equipment Lease Agreement with Zions First National Bank for police vehicles. (Presenter: Scott Jackson)
Scott Jackson: this lease agreement is for the 2007 Dodge Charger and 2007 Dodge Truck. We have already made payment. This lease will cover the next two years. CM Call read the resolutions in the public meeting.
Motion was made by CM Ferguson to adopt the resolution approving the form of the Equipment Lease Agreement with Zions First National Bank for police vehicles (Resolution 2007-I). 2nd by CM Call. Roll call vote. Voting aye: CM Ferguson, CM Call, CM Bailey, CM Humphreys and CM Clifford. Motion passed.

2. Adopt an interlocal cooperation agreement between Weber County and Pleasant View City regarding the 2007 Municipal Election. (Presenter: Laurie Hellstrom)
Laurie Hellstrom explained that the section dealing with what the city agrees to perform i.e. hiring poll workers, making arrangements for polling locations, and publications was lined out and that the county would be handling everything.
Motion was made by CM Clifford to adopt an interlocal cooperation agreement between Weber County and Pleasant View City regarding the 2007 Municipal Election as amended. 2nd by CM Ferguson. Voting was unanimous in favor.

3. Workshop on amending the Alcohol Beverage ordinance.
The city council received a letter from Mike Houtz, City Attorney, advising them on the advertising of beer. Mayor Wheelwright: it advised the city to do nothing more than to restrict to that of the Federal and State law. Mike Houtz suggested that the council should not try to reinvent the wheel. The council started with Layton City’s ordinance for their revisions. CM Call presented a draft ordinance, which was discussed. They discussed whether to only allow beer licenses or both beer and full liquor licenses. The council felt that they should be proactive and tackle these issues now. CM Call’s draft ordinance is to be looked at for a workshop on October 23, 2007 to review restaurants, single event, retail stores, package stores, and temporary licenses. A public hearing will be held November 13, 2007. The council wanted to eliminate private clubs/bars/taverns from the ordinance.

Other Business:
CM Bailey: The Greenwoods need a time-frame on the completion of the road (1100 W). We need names to fill the position on the senior citizen’s board.

CM Clifford: Angel Heights Subdivision pulled a fence they should not have. It needs to be checked out.

CM Humphreys: what about 600 West? Mayor Wheelwright: we are waiting for the appraisal.

Mayor Wheelwright: the lawsuit was sent for receipt of the judge and filing number, but it has not yet been sent to the party.
